Continues Downward Trend; Salaries, Graduation Rates Up

The 2005-06 school year proved to be a year of ups and downs for the Chillicothe R-2 School District - at least as far as the district's
“Report Card” is concerned.
The graduation rate went up, as did the attendance rate. The enrollment went down, along with the number of students qualifying for free or reduced-price lunches. The amount of money spent on each pupil went up and so did the salaries of the districts administrators and teachers.
Prepared annually by the Department of Elementary and Secondary Education as required by state law, the
Chillicothe R-2 School District's report card shows that number of students enrolled in the district dropped by 54 from the year previous to 1,874.
Students that were enrolled in R-2 classes logged an attendance rate of 95 percent, (slightly higher than the 2005 rate) and fewer of them were eligible to qualify for the free or reduced-price lunch program. According to DESE stats, 38.8 percent (or 722) qualified for the program, which is down 46 from the year earlier.
The graduation rate for Chillicothe R-2 School District in 2005-06 was 92.1 percent, up from 89 percent. Superintendent Dale Wallace noted the rate is calculated by the number of freshmen who enter high school graduate four years later.
On the other end of the spectrum, the district's dropout rate (calculated from the number of students who report to school that year and later drop out) jumped from 2.8 percent to 4.9 percent - a five-year high.
Wallace said it is hoped that the district's new Chillicothe Alternative Center for Education, which is in its inaugural year, will keep “at risk” students in school.
Chillicothe's teachers and administrators were paid more in 2006 than the year previous. According to the report, teachers in the Chillicothe R-2 school district were paid an average regular term salary of $38,892. That figure, stats show, is $2,045 less than the statewide average. Chillicothe R-2 Administrators were paid an average of $72,725, less than the statewide average of $75,236.

School Boards' Association represents the leadership teams of
school districts who are charged with shaping the educational programs
of the public school students of Missouri. School board members
provide policy and political leadership at the local, state, and
national levels.
MSBA's New
Regional Structure and Benefits
MSBA promotes the quality of public, elementary and secondary schools through services to its members, by increasing school board member impact at the state level and by maintaining relationships with educational and business organizations and governmental authorities.
MSBA is an advocate for boards of education and public schools throughout Missouri before the state legislature and in court cases relating to education. One of the fundamental responsibilities of MSBA is to provide a means for school boards throughout the state to speak with a unified voice on public education issues at the state level. MSBA keeps members informed about legislative issues through Legislative Voice, which is published while the General Assembly is in session.
MSBA also provides educational opportunities for individual board members, as well as entire boards, on critical issues. Continuing board development is essential to the ability to serve effectively as an education leader in the local community. Through local, regional, and statewide workshops and conferences, MSBA provides opportunities to enhance board member skills, expand their knowledge, exchange ideas and discuss important issues with other board members.

MSBA’s policy materials are organized into a two-volume set:
- The first volume contains Board policies and regulations, that require adoption for legal compliance and accreditation standards. As the chief policymaking body of the district, the Board should regularly adopt updates to this volume.
- The second volume contains administrative procedures and administrative forms, that are intended to be routinely developed and monitored by the district’s administrators to implement Board policies. Even though this volume is to be used exclusively by the administration and, as such, does not require Board action, the procedures and forms must always be tailored for consistency with adopted policy.

Chillicothe
High School currently participates in the SIS (School Information
Systems, Inc.) technology for parents, guardians, and students. Parent
Link provides parents with web access information about their child's
progress in school via their web browser. Information includes grades,
attendance, assignments, discipline, lunch accounting balances,
transcripts, curriculum performance, and mid-term grades. Report cards,
student schedules, and other information is sent by email with an
attached PDF (portable document format) file. To access the information,
a username and password is assigned by the school district. If you do
not have the necessary access data, please contact
Marty Rogers at the Chillicothe High School or Mary
Lou Wilhoit at the Middle School, and they will provide you

Board of
Education Increases Facility Rental Fees

It will cost a
bit more to rent the school district's facilities after a unanimous
vote Tuesday night at district headquarters during the regular August
Chillicothe R-2 board meeting. The current facility rental rates were
established in 2004. Supt. Dale Wallace informed board members that a
slight increase in rates is justified in the heavily used areas such
as the Gary Dickinson Performing Arts Center, the high school commons
area, and the gymnasium.
The new rates,
effective immediately, increase the rental fees for the GPAC, high
school gymnasium, commons area, cafeteria, classrooms, and the stadium
dress room by $10 to $25. The new rates also raise the cost of renting
microphones, the grand piano, and the district's risers/platforms by
$20 per day.

Summer
School

Summer School; Classes Start May 27

With the end of the
traditional school year coming to a close, enrollment is going strong for
summer school in the Chillicothe R-2 School District. The summer school
program starts Tuesday, May 27, and continues until June 27. The hours are
8 a.m. until 3 p.m.
Enrollments may be
made now at the superintendent's office, Field School, Dewey School or the
middle school. No one will be allowed to enroll on Tuesday, May 27. Those
students going into kindergarten, 4th, or 5th, grades will be at Field
School. Students going into 1st, 2nd, and 3rd, will be at Dewey School.
Students going into 6th, 7th, 8th, and 9th grades are at the middle
school.
The morning is
filled with the core subjects, such as reading, language arts, math and
social studies. The afternoon is filled with fun activities such as: cup
stacking, Zome Zones, retro recreation, computers, lifetime sports, and
brick lab physics.

Early
Graduation Policy
This information was obtained from an

The Chillicothe R-2 board of education unanimously passed a new stricter early graduation
policy at their May regular board meeting. The stricter policy is designed to, at least
partially, discourage early graduation and keep kids in school for eight semesters,
Superintendent Dale Wallace told the board last evening.
The new early graduation policy says, "All students graduating from Chillicothe High
School must earn all State of Missouri and Chillicothe R-2 School District required units
of credits and be in attendance eight semesters from grades 9-12. Consideration will be
given to waiving the eight semesters of attendance requirements due to a hardship
situation."
"The student and their parents must request a hardship waiver in writing by December
1 to the building principal, and it will be reviewed by a graduation committee with their
recommendation being acted on by the school board. Any student who graduates early will be
considered a graduated student in regard to school activities. The student who chooses
early graduation will not be allowed to participate in spring graduation ceremonies."
Dale Wallace and board Treasurer John E. Cook emphasized that under the new policy, early
graduations will be allowed under rare hardship circumstances (e.g. military training or
financial difficulties). Though the graduation committee will make recommendations for
early graduations, the school board will be the approval authority.
"One of our goals is to get kids to go to school for eight semesters," said
Wallace. "If a student decides to opt out early, then we consider them graduated in
all aspects. Perhaps this policy will deter them from seeking early graduation."

Fees for District's Student Athletes Waived

Student athletes
participating in school sports next school year will not have to pay the $25
participation fee, thanks to a unanimous vote by R-2 board members. The
participation fee pertained only to students involved in the district's athletic
programs and netted the school district approximately $10,000 annually. Adopted
on July 15, 2003, it had gone into effect for the 2003-04 school year (see
related article below).
By a 4-2 vote, the board
also approved an addendum to the district's policy on co-currucular and
extracurricular activities programs. The addendum allows for the addition of
non-district funded interscholastic activities currently not offered by the
district under some of the following conditions:
- The new activity must
be conducted under the guidelines of the MSHSAA constitution and by-laws and
the CRII district.
- Funding for the
proposed new activity must be paid in full to the school district by June 1
prior to the school year in which the activity will take place.
- Funding on an annual
basis will be based upon a budget developed by the district athletic
director.
- At no time will any
persons associated with the funding source demand or expect representation
of the activity
- The board has the
discretion to either grant or refuse any request for a non-district funded
extra-curricular activity not subject to review or appeal
- An agreement/contract
with a representative of the primary funding source must be signed
Chillicothe
School Board Adopts New Activity Charges

Activity Director Phil Willard's
activity fee proposal was unanimously approved by the school board at their August
meeting, 2003. Board members raised the question about other activities being charged,
like cheerleading. Cheerleaders already pay for their own uniforms, which costs them
several hundred dollars, so students will be charged for their participation in sports
only. Students will be charged $25 for participation in one sport, $15 for a second sport,
and $10 for a third sport. Families that have more than one child at the middle school
and/or high scholl will be charged no more than $75. Fees will be charged immediately to
no-cut teams and will be non-refundable if the child quits or is dismissed from the team.
For teams that make cuts, the fees will not be charged until the final roster is
established. For students who cannot afford the fee, a work program at their school will
be developed.
The deadline
for Winter Sports is December 12, and the deadline for Spring Sports
is March 29. The checks should be payable to the Chillicothe High
School and taken to the CHS office and given to Ms. Lisa Wilson.
